No they don't. If that were the case, then IVR is totally buggered and will NOT have a DFS out by Dec24. mark my words if that were the case.
As stated, it takes 3yrs for a PEPR. Start to finish, or as @LibertyS stated, once submitted it is 6-12months.
IVR, as at Jan23, HAD NOT STARTED the paperwork or leg work for the PEPR and you need mining approval first.

My mate just completed it for the other SA company (rush job and only 1/2 the tenement applied for, it still took 2yrs) and he did a review of the IVR PFS.
note: Not SVL (and yes SVL did have issues, it took 2years for both mining approval and enviromental approval). Been a holder there since '19.
IVR has many good qualities, easiest to mine for ONE.
