The fuel tax was introduced so that people who drove on roads funded them through a fuel duty/tax.
Miners don't drive on public roads so why should they pay it unless the fuel tax is NOT for funding our roads.
The fuel rebate is given to all people that use diesel for purposes other than driving on public infrastructure. Farmers are another big benficiary.
