What hasn't been mentioned is comparing this to other infrastructure ie roads, railway, power, pipelines etc. It is after all a telecommunications pipeline and who has seen 2 pipelines beside each other delivering the same product or 2 toll roads competing for the same traffic. Even though you cant see it that is what it is and that's the stupidity of it.
They should stop messing with something they know little about and let market forces dictate with some basic ground rules which they already have.
