police action, charges or imprisonment have limited deterrence value. most of these crimes are impulsive. but the one being shot by police seem often to be, from the descriptions I've read, suffering from mental health issues of brain damage or from birth defects such as FASD.
personal responsibility is diminished according to psychiatrists and legal (court) determinations.
