having worked in the prison system I can tell you plainly that your view is incorrect. no special treatment, although there are more support staff available for Aboriginal prisoners.
I agree there does need to be a RC into why first Aussies are disproportionately imprisoned. WA, NT and Qld have the highest rates, but even NSW and Vic present quite a large number.
