PLL and SYA cannot be against the plant. It was part of the deal to get NAL. Carbonate plant will likely be the cheapest, fastest route in a situation where capex matters and a clock is running. They have an obligation.
However I would not be surprised to see them work with the Gov to get an extension to go the Hydroxide route as that makes a lot more sense in the long run as a product from Spodumene, particularly given the geographical location.
