Looking at the video clip, it is obvious to me that Dalai Lama had no sexual thought toward that boy. He was teasing him the way an old man teases a child.
I am sure Dalai Lama was innocent. If he had any sexual thought, he would never have shown it on that particular occasion in front of everyone, would he?
Another thing, sticking out one's tongue is a "sign of respect or agreement and was often used as a greeting in traditional Tibetan culture."
