I know they've mentioned before that growth spend will go up, but I've never heard them give a target spend amount.

I suspect the reason why the stock is down today is because of the growth spend target. Essentially saying that revenue is up, but expenses will go up even faster, wiping out profits entirely. Now instead of enjoying the profits being handed back to them, shareholders are all in on a bet on whether they'll win significantly more customers beyond GM dealers. That's my interpretation.
