Peter Dutton's decision to appoint Jacinta Price to replace Julian Leeser clearly means that she represents him and the Liberal Party.
According to Aboriginal Leaders that appointment does NOT mean that she speaks for them or for 'grass roots' First Nations organisations. Indeed, they've gone public to demand that she stops 'pretending' to be their voice:
