My interest in this point relates to the effect of a capital strike. If mining leases are set on a "Use it or lose it" basis, the effect of any capital strike will be reduced. If Rio or BHP don't want to mine a resource because they can extract resources at a lower tax rate in another jurisdiction, there will be plenty of locals willing to get them out of the ground instead. I don't think we're a nation of retards incapable of extracting bulk commodities.
