I searched the project name, IMO it looks like ramping guff on a junior explorer with some mining applications and licences.

They use the keyword 'Lynas' to get views/traffic and generate interest in the speccy.
My view: No they wouldn't. It's not in the same geography as existing operations or jurisdictions and would be expensive to get through development and production.
