Actually what I think is happenign is they are securing a work area for staff. I recall that large fron loaders can in fact move through mine areas shoveilling the tope thin layer without danger as explosives cannot penetrate the shovel. I may be wrong but that is what I recall.
The top layer can be deposited in layers and detected as they are layed
