Where I have seen this before - juniors upsizing their projects to "monster" scale, it's always because of the capex required. In order for the economics to make sense they have to go for 'big is beautiful'. The problem with such an approach is that it might make percentage figures in a DFS more palatable, but it makes the important part - financing the project - that much more out of reach.
