did you read the latest quarterly..?
sealed road for heavy machinary completed april/may, they are then starting earthworks/civil works so its construction ready, the rest is pouring concrete and shipping in equipment then putting it together (obviously thats simeple terms) but IMO the civil works and siteworks once completed is a major step and will set up construction time to hit the ground running
