well well, to me a staged approach was always likely. HMW is a monster and we cannot just build the whole project at once. the stages are different projects with different economics. the fact that the newly hired external experts reviewed the DFS and delayed it is a bit strange - cannot be good news in my view, or a least not very reassuring. the ann says the board requested the experts to conduct a thorough review, what was the reason for this?
