The reasoning of the department can also be overturned if an unfair outcome is presented from the departments default (return to the original markers) standing..it seems this issue is more complex given the previous history.
As a shareholder 95% hmx 5% cnb I'll certainly be backing Dan's decision, based on what he presented and have good sources to legal advice.
