Assuming that they'll need to raise capital in addition to extra debt facilities they absolutely should be pushing the positive long term news story to build the SP as much as possible and reduce dilution.
But the company really struggles at self promotion. They could (and should) be releasing regular construction updates showing progress on site and building excitement.
