In terms of straight proximity, then yes, the part of S2’s EL application which overlaps the Taungurung RSA area is relatively close to Fosterville. The slice in question is on the other side of the Campaspe, and in terms of geological prospectivity, is probably less important (imo). But that doesn’t really matter as it is part of the EL, and therefore they must go through the process.
I doubt the delay is anything specific to S2 or proximity to Fosterville, simply because there are many other EL applications in the Taungurung RSA area that are on similar timelines.

Absolutely, I think that’s the key point tbh. There are many granted EL’s in the Taungurung RSA area, most of these are pre-2018 (granting), and for some reason the granting has slowed in the last few years, but hasn't completely stopped.

Map below from geovic, the RSA areas shown as a background, S2R's application in orange, the other application blocks of Fosterville in blue, and FAL's granted tenure in green. FAL's two granted EL's to the east of Fosterville were granted in 2018 and 2022. The one granted in 2018 (Jul) was applied for in Apr same year...few months. The one granted in 2022 (Oct) was applied for in March 2019...so ~44 months.

Not sure what the S2 EL is currently at....maybe ~19 months? So, unfortunately its just a patience game.
