bruce not wrong though... foi request get onsent to those handling it to review the releasability. if they want to hold stuff back or redact (i.e comnents made in track changes like "these f#$king clowns cant spell"...or whatever) a case has to be made and escalated for sign off... I have done this in a previous life and it is def done by the line worker bee's. the "other department" just tracks it like a ticket system to ensure they meet the time line legislation.. 2 weeks or whatever it is.
