    The way I look at it , OPL are cap'd at $80m , and NEO at $20m.
    At least half of OPL's cap is due to the SE Lost Hills permit ... and JH1 success ,, thats $40m value.... NEO has the same % stake in this area as OPL.

    NEO on that basis is cheap by half (or OPL is a tad overvalued atm)
