You guys try to spin everything can you actually read ? Go back and read my first post, where did I say I hope they default -

I said on face value it was good news. I asked a question as to how this changes anything its simply a direction not to do anything until the case is decided and if you do we are going to impose a penalty.

All well and good my question remains who and how would the penalty be enforced ?
