    Countries actually sign up to become members where the ICC has jurisdiction over international disputes, it happens to be in France in a city called Paris.

    DRC happen to be a signatory to to ICC and MUST abide by the decision just like any other signatory country.

    If the DRC or any other country don’t abide by the decision they send the Grim Reaper around.
