I believe SP fluctuations is due to shorters actions. But im not sure of it also i dont care what shortes does as at the end if a company's fundermentals overpower those activities. Those shorters who short tesla will vouch it.
To answer your question, there is nothing negative has happened from company or industry end.. infact IMO the quite opposite happened. Imo The deal AKE with Livent is infact a positive to what vulcan trying to do as Livent is a company who uses DLE successfully in commercial scale. The fact AKE,who has a bigger MC, agrees to merger with Livent DLE company, is a huge endorsement for vulcan too.
