Sorry you do not get it. Simply said USG never asked Lynas to come. They were doing it on their own and applied for money.. It is strange mp was actually invited to apply. They said at their Q meeting they would not because they were afraid of the delays it would cause to their schedule.
Lyas has proven MP correct.
