The trouble with the 'Tardy underperforming management is that it's been obvious for years and the board at all levels has chose to ignore it. There's no reason to believe it will change anytime soon.
There's no confidence in their ability to achieve anything meaningful before the cash runs low again.
The board are gutless, the management underperformers and the market is judgeing them on their past performance and rightly so.
They have recruited additional personnel (who appeared at the time to be real assets to the Board) but all of the known underperformer are still there. They should of cut loose the dead wood years ago.
