Can anyone shed light on why the DFS has to be tied to Hebei?

The prospectus highlighted a plan to get Swanson into production by the end of 2023/early 2024 for a low cost, cash generating tantalum mine with quick payback funded by a combination of debt and equity. As the deal with Hebei is clearly proving difficult to get signed, why not revert to the original plan which sounded brilliant to me. All we have lost is 6 months messing around with Hebei.

Unreal. This stock is definitely testing my resolve now.
