there are very well established techniques for managing dementia and very well known issues. As I said the problem is also that aged care training does not include compulsory dementia units of learning. Yet the bulk of people in residential care are somewhere on the continuum as people have a preference (as does the government) for in home support for as long as possible.
but
the funding model is also problematic- a quick look at the royal commission on aged care would give you a bit of an idea. There is nothing surprising about their findings. And the problems are entrenched further by a preference for private providers of aged care which means profit not care is the prime motivator
