Higgins should be made to visit the family of the poor 95 yr old that got tasered and will pass on. Maybe then she will realise what a real victim is and the real world consequences. Just a drunken Friday night hussy with a grudge......What a costly, waste, mess of a thing she has left. I would say Trial, Investigation, Payout to Higgins, elongated Inquiry, would place the whole charade at $8-10 million by now...All that over some drunken public servant hanky panky.....
