As an investor in BEZ based in Oz, it's hard to give Malaysia a 100% tick of approval seeing as I don't know the inner workings of the government, regulations etc.

BUT, what I did look at was if there are any established Oz companies that have a relationship with large shareholders (Quantum).

The Perth Mint has Quantum Metals listed as a bullion distributor. https://www.perthmint.com/customer-care/find-a-distributor/bullion-distributors/asia/

Surely the Perth Mint would've done enough DD to see that Quantum was a legit distributor.

In addition, BEZ and Quantum seem to have a good relationship with the govt, which is hugely beneficial.
