Basically when you wish to raise large amounts of cash you have to fit in with the terms of those who are giving to you.
When your cash situation reaches a certain point its the boards obligation to strengthen the balance sheet, this is what's happened here most likely and there making sure there is enough lee way to to keep on with other projects while awaiting revenue...frustrating but life for juniors while they wait for revenue to start arriving...
