My girlfriend is from HK, and some of her friends have are staying in Taiwan but the ROC cannot give anyone from mainland refugee status, because the ROC claims all of mainland as its own, so it's impossible to give refugee status to your own citizens.
This is very real. Travel a bit and see for yourself.
