    Sorry Scott but no-it is not just making representations.

    At figure 1.1 on page 39 of the Calma Langton report it states “Shared DECISION MAKING with governments.” Further it states that it will work with ALL levels of vegernment so the plan is to have whatever the final design is to apply to state, territory and local governments. Shared decision making is NOT making representations.

    In addition under the Consultation Standards section 2.9.2 starting on page 162 of the report it states where consultation is an OBLIGATION of the government, where it is an EXPECTATION of the government. I actually don’t disagree with some of the obligation items listed being required to engage with indigenous bodies in some way.

    It further states that “the National Voice would be able to raise any issue that it VIEWS as important …..”.

    Furthermore consultation is described in this section “should occur at the earliest possible stage in the policy development…….at multiple stages.”

    Now this is the report that you have quoted as what the Voice will be, Mr Albanese has quoted it as the rule book, and Ms Langton brought it up again this week as “it is all out there.”

    There is nothing “modest” about embedding this in the constitution.

    A lot of people have a lot of questions about the Voice and most (99%+ I would think) are going to read a 272 page document and try to interpret what it means. So why don’t the proponents boil it all down for the electorate - I have a view on why.

    The words that you and other continuously quote such as “may” are not supported by this report.
