POSCO have access to the money for big developments. They have the connections with Tier1 players like GM. They are now making the decisions as to who they will partner with and where/who will build supply chains including the very important American one. This one relates to the other side of the battery but has implications as to where battery plants will be located as they will be near the cathode active material.
The following map appears in a Lithium play I'm invested in and it shows what they describe as the Electric Corridor where a lot of activity is occurring or being planned. While Becancour is a small town it is a key feeder location into this work.
