Here is a completely ignorant and uninformed theory, what if the 2ktpa plant is actually built to output more ie 3k and the plant is designed for 2k BG and remained is by-product (tech/low grade)that could be re-processed to BG later?
Was the permitting issued for the sale of 2kTpa of BG or production of BG?
