The Aboriginal budget for Australia is some 2% of total revenue.
Whites have decided to let the blacks spend this money as they see fit through their own organisations.
Its not an issue on how much...its enough already... its an issue of culture change, no matter how much you throw at them, as long as they stay intermingled with whites, there will always be problems.
It would be like you going to live with the eskimos and being forced to live like them and with them ... you would want to use your own culture to survive
As I said, you can't change any culture overnight.
