Good work, it appears Joshua Pitt made the difference so my guess is they will approach him to see what level he will accept.

The percentages you mentioned are of the votes cast not the total register, so when they make the release total votes as a percentage of register will give you good feel of what transpired.

I also think HNC would have abstained as they have in past.

As mentioned before HNC are in box seat as now in control on the JV and must approve incoming party, so it ain't over until the fat Chinese lady sings.
