in all honesty, he is saying that: we can service the debt so far (doesn't say that we are confortable with it but...we can service the thing) however if it grows than there are doubts about its serviceability !!!
(that doesn't mean we'll have anything to eat after we pay for debt...it just means that we can PAY FOR the debt)
it doesn't say that things are good...merely tolerable !
think "we can take it" kind of an atmosphere...not "its all good" atmosphere....
