Everything you are saying has been said to this leadership team before, to no avail. In my view some people can never be told. I think tis looks more like it was a power grab than a power company. It is clearly completely lost, struggling to know what it even is any more, and years down the track the original goals and strategies left by the wayside. It is likely to run out of steam, pun intended, and peter out to everyone's loss.

New experienced leadership and transformational guidance is the only cure for this type of dog.
