This is a good step forward for Telstra but it is also a Rudd leadup to election stunt - this deal framework could have been sorted out a long time ago (and probably was).
The thuggish threats from Conroy will not be removed until the deal is sealed. The best thing that could happen for Telstra from here is a new Government.
