They are not wells at Big Sandy. They used to be wells at Prairie. They are just holes at Big Sandin y that will be filled back in after core sample is removed. Except they did leave one empty in Phase 2 and registered it as a fresh water well. But it's too close to Hakamwe for BLM to allow that. And the Plaontran B was to use water from the Wikieup municipal system, which does not exist.
Drilling contractors can't be lined up when you don't have a starting date. It might take months to find one with a rig available.
I agree a scaled-back “phase“ might have been negotiated, away from the sites that were already cherry picked in the 4% sample.
