    DRC: Jules Alingete urges young people to take ownership of the fight against embezzlement and corruption to have a strong Congo

    Congolese youth in general and Kinshasa youth in particular are called upon to take ownership of the fight against corruption and the embezzlement of public funds. This call is from the Inspector General, Head of Services, Jules Alingete, during a program broadcast on the Congolese National Radio and Television (RTNC).

    According to Jules Alingete, the Congolese youth who are called upon to hold high office in the future must understand that no state in the world can develop with corruption and embezzlement of public funds.

    “You who are in primary, secondary and university, you who are going to lead this country tomorrow, know that what has killed our country and other countries is corruption and embezzlement. All the countries that have developed have made progress in the implementation of good governance and the fight against corruption. If you follow the statistics, you will find that there is a relationship between well-being, development and corruption. In countries where the corruption rate is low, there is development. In countries where the rate of corruption is high, there is underdevelopment. Because corruption kills development”, said Jules Alingete during this program.

    And to continue:

    “You who aspire to manage the country tomorrow, to occupy positions of responsibility, you should know that corruption is at first sight favorable to those who practice it, but it kills the country. We cannot have a standing Congo as long as corruption and embezzlement persist. When you turn away, you attract a curse. It is public money, which must serve the common interest (…). If you engage in this fight, we will have a strong Congo in five or ten years. Corruption is a cancer that kills the country and if it is not fought, development will only be an illusion”.

    For the number one of this service attached to the Presidency of the Republic, since the advent of Félix Tshisekedi, the IGF has innovated by setting up the financial patrol with a priori control to avoid the errors of the past in the management of public finances.

    “It's a type of control that doesn't give someone the freedom to embezzle, that is to say, we control the expenses before they are executed. With the financial patrol, you will hear less and less that people have embezzled money,” said Jules Alingete Key.

    And to continue:

    “We put the fangs in their legs so as not to misappropriate the money. That's the importance of the financial patrol, we prevent embezzlement, corruption, it's also called preventive control, educational so we closely follow the managers of the public fund, we follow it closely so if someone s chance to divert, we will prevent you. Here, it's not about hearing that so and so to steal, we prevent them from stealing, that's why they (managers) are often angry with us because they like the control after the fact”.

    Since the arrival of Jules Alingete Key at the head of this structure, the IGF has played a major role in the mobilization of public revenue with its financial patrol.

    This general patrol in public finances, according to Jules Alingete, remains the main key to the eradication of anti-values in public management.
