Try Federation Council NSW, they're going for much higher than that at 60% ... that's STICKY inflation which will NEVER come down. I'm close enough to read the local papers. Residents have all but given up...

State government should freeze that cost - only pass on to renters.

Maybe use the average CPI over last 5 years to increase (if they have to)
