I seem to remember that Howard was forced to act because the agreements weren't working and SA was running dry - in fact the whole basin was drying out. The states have proved that they find it very difficult to co-operate - look at the railways debacle. Sooner or later the Feds have to step in to make sure everything is done fairly. This is no different. The states have failed.
