They used the word 'considering' which probably means they have been approached by a party or parties and were not actually considering that themselves.
As a result they are 'comsidering' the offer made. Right now terms of any raising are probably being considered and the wider implications of same.
No doubts new parties may want in, upon hearing this, and are entering the fray.
Time limits on percentage allowed to be raised may come into play without an EGM or prospectus.
A very powerful negotiating position to be in.
