I can think of more than a few projects, which to engineers should have worked better than they ended up working, just because it works on a small scale, does not mean that it ALWAYS works or works as efficiently as planned, on a larger scale.
Until they have built a commercial sized plant plant and proved its performance there is a project risk, its not a lay down mazare, nothing is 100%.
