I reckon she will could take modified RSPT to the election seeking a mandate .. sure it's risky .. but remember Howard won with the GST in his saddlebags whilst using border protection as a wedge issue.
Julia's got climate change policy on which to wedge .. iom it might be enough.
Finally, no sector ever wants to pay more tax .. but either do the PAYG's ... and they actually vote. The Brits are looking down the barrel of a 20% VAT and unless hell freezes over we will forever be stuck with a 10% GST.
However reluctantly, the public accepts the money for government has to come from somewhere .. and the 'battlers' are always willing to horse trade!
So winning these arguments is all about timing, finesse and good marketting and none of these elements featured in Rudd's RSPT debate.
