The Plutus scam has nothing to do with weaknesses in government policy initiatives etc.
It was an elaborate scam run by a number of people including the son and daughter of a high ranking Assistant Tax Commissioner. It was run through a series of payroll companies with an elaborate corportae structure designed to defraud the Commonwealth of PAYG taxes.
The people responsible have been charged and convicted, they did not get away with it.
