Wouldn't read too much into it. I reckon the market is just bots and traders at the moment.
Surprised that they'd get permits without a DFS - surely you need to know how big the footprint is to get a permit. And to know the footprint you need to have the technical plans and economics sorted - hence the DFS.
However these initial permits are progress - preworks permits tells us that project will go ahead - worst case there will be provisions in the final permits. This removes a big question mark that was starting to loom over the project.
