Good to see a very decent purchase by management. But as mentioned before, this won't necessarily stop the decline, management are usually invested for the long haul, while they might be frustrated if this goes down or sideways over the next couple of years I don't imagine they would be worried.
This will take substantially good news to turn it around, or management need to convince potential suitors that it is in their interest to buy up these cheap shares.
