its pretty obvious the difference between the NDIS and the voice surely??
Do you think the NDIS would have passed a vote if the plan was "Just vote this in, it will help disabled people access services. dont know how but we will work it out. GIve us $100M for it"?? No chance, the NDIS was developed over years with clear goals/framework/structure/processes, with KPIs and points of accountability.
I'm sure if the voice was better flesh out with a structure and more info on what it can/cant do, it would get up easily
